Waterview Connection Tunnel

Hampden Secures Major Transport Route

Background

The Western Ring Route and Waterview Connection is the largest change to Auckland City’s roading development since the opening of the Harbour Bridge in 1959. Hampden Fence was engaged by Well-Connected Alliance to partner them on the 1.4 billion dollar project, securing almost five kilometres of new motorway and its connecting interchange with a variety of fences and gates. Well-Connected chose Hampden Fence because of its experience, expertise and proven capabilities to deliver on such a large-scale project.

Hampden Fence managed all aspects of the fencing and gates on 3 sections of the Waterview Connection project for us.

Key products used:

North Section
Well-Connected Alliance approached Hampden for advice for the 2040 metres of fence line. Hampden worked closely with structural engineers to develop a number of design solutions: 358 Anti-climb Rigid Mesh fencing was installed and due to the sloping site, bolted to the sides and top of motorway barriers with custom fabricated posts. Panel fencing and ArmourBarb Palisade fencing was installed across the top of tunnel entrance to protect maintenance teams.

South Section
Pipe & Mesh Chainlink fencing linked the motorway barriers and noise walls to create a complete barrier along the 1979 metre stretch. Basalt rock made for challenging digging that required rock drilling in sections. Custom panels were fabricated over storm-water run-offs to keep the public safe.

Shared Pathway
Stretching 931 metres from Trent street to Harbutt Reserve, Pipe & Mesh Chainlink and Folded Panel fencing was installed between the shared pathway and railway. Exposed cliffs next to the shared pathway were blocked off to protect the public and timber fencing was used in some sections due to close proximity to railway power lines.

Custom Gates and Barriers
Secure gates were custom fabricated to block pedestrian access into restricted areas. Vehicle access gates were custom fabricated by Hampden Fence to allow access into restricted areas for maintenance teams. Public carparks were also fitted with custom fabricated gates that innovatively close onto themselves to form a single secure barrier to vehicle access after hours.

Custom Fabrication
Hampden Fence called on our considerable custom fabrication experience to help secure a number of unique aspects of the project, including sloping sites and on-ramps where pedestrians cannot safely access. Custom fabricated posts allowed for a wider selection of fencing products to be used across all zones of the project.

Fulton Hogan Project DART

Noise Attenuation Walls

Background

Project DART is the Government's $600 million upgrade of the Auckland rail network being carried out by ONTRACK (New Zealand Railways Corporation). When completed, it will deliver a rail network capable of more frequent and reliable commuter services, allowing rail to play a more prominent role in the region's public transport network. The Newmarket corridor is on the Western Line - the busiest on the Auckland network - and rebuilding the station, junction and surrounding track was a critical part of Project DART.

Having previously worked with Hampden, we were confident in their ability to dedicate the on-site resources required to get the job done on time. They reacted to all of our late [client-driven] changes quickly and positively, and being able to rely on that was important on a project of this size and significance.
— Stuart Pilat, Project Manager DART 2

The Customer

Fulton Hogan is one of Australasia's fastest growing civil contracting companies, and it was appointed key contract partner to ONTRACK for Project DART. The $51 million Newmarket upgrade (duplication of the existing track and the lowering of track levels to allow for future electrification) is the largest project ever undertaken by Fulton Hogan Civil - Northern Region. With challenging and strict project deadlines to meet and a contractual responsibility for all future design liabilities, Fulton Hogan needed to find attractive and robust noise attenuation wall solutions from a fencing partner that could guarantee the resources needed to meet all required delivery dates.

Key Challenges

  • Ensuring a robust solution was delivered, without having to compromise on overall design and product aesthetics

  • Minimise risk of design liability by using products that carry and extended product warranty wherever possible

  • Appointing a partner with enough dedicated resource to ensure all project deadlines were consistently met

The Solution

Having successfully delivered noise attenuation walls for the recent Mt Roskill State Highway 20 Redevelopment, Fulton Hogan again turned to Hampden for a railway noise attenuation solution. “We originally planned to use a standard plywood solution, when Hampden recommended we use EzyShield Commercial, an attractive product with high acoustic performance (up to 30dB reduction), and supplied with a 40-year warranty against glue failure”, says Stuart Pilat, Project Manager DART 2.

“There was a small premium for us to use EzyShield Commercial, but we felt it was worth the additional investment to ensure we were using a product that would stand the test of time”, says Mr. Pilat. “Fulton Hogan is responsible for all future design liabilities, and therefore using a product with a 40-Year Product Warranty is extremely important to us”, he explains.

The nature of rail work demands extremely long hours, often working into the night, on weekends and even public holidays. “Having previously worked with Hampden, we were confident in their ability to dedicate the on-site resources required to get the job done on time”, says Mr. Pilat. “They reacted to all of our late [client-driven] changes quickly and positively, and being able to rely on that was important on a project of this size and significance”, says Mr. Pilat.

New Zealand’s Largest and Most Competent

Hampden is New Zealand’s largest and most competent fencing company, and that made it an easy choice for Fulton Hogan, who needed a reliable and secure partner they could trust to deliver to strict deadlines. “Hampden performed to a consistently high level and made an excellent job of the noise attenuation walls”, says Mr. Pilat. “Hampden’s Project Manager, Kristian Baldwin, was great to work with and he did everything in his power to make things happen in what were often quite challenging conditions”, he concludes.

Fulton Hogan State Highway 20 Redevelopment

Background

The State Highway 20 Mt Roskill Extension is a key part of a new Western Ring Route that will play an important role in reducing central Auckland congestion by enabling traffic to completely bypass the Auckland Harbour Bridge. With a cost of $201m, the SH20 redevelopment is one of New Zealand's most significant roading projects and key contractor Fulton Hogan was subject to strict timelines within which to deliver the project. Fulton Hogan needed a fencing partner it could trust to deliver on time and in full, ensuring it could open the new motorway by the agreed contract date.

They stepped up brilliantly when we needed them to, and we were able to open the new Motorway on the 15th of May, the date we had to commit to back in 2008
— Mr. Dickens, Fulton Hogan

The Customer

Fulton Hogan is one of Australasia's fastest growing civil contracting companies, and it was appointed key contract partner to the New Zealand Transport Agency for the SH20 redevelopment.

Responsible for all aspects of the project including earth works, site works, road construction, drainage, concrete, metalling, soil stabilisation, kerb and channeling, surfacing and road marking, Fulton Hogan also needed to provide effective fencing solutions before the project could be completed and opened.

“All of the fencing work could only start to take place once all of the other major work had been completed”, says Tony Dickens, Project Manager for Fulton Hogan. “This was always going to mean an inevitable bottle neck in the final 6 months of the 3½ year project”, he adds.

Because the new motorway extension could not be opened until all security, noise and landscaping fencing was completely finished, Fulton Hogan appointed Hampden as its fencing partner, relying heavily on them to help meet its contract obligations.

The Key Challenges

Provide cost effective and attractive Noise Wall, Motorway Security and Landscape Fencing solutions.
Deliver to tight time-frames, ensuring all product was delivered on time and in full.
Resource the project adequately to ensure the open date was met.

The Solution

“Hampden was sat firmly in the hot seat for SH20 and they responded big time”, says Mr. Dickens. “They poured resources in and made sure they were extremely well organised, as they knew we could not afford any down time at the business end of the project”, he adds. With the largest fencing team in New Zealand, Hampden was able to commit to working longer hours than normal (including Saturdays) to ensure Fulton Hogan would meet its open date obligations.
